Modoc County is a county located in the far northeast corner of the U.S. state of California, bounded by the state of Oregon to the north and the Real Estate Home Values state of Nevada to the east. As of 2000, its population was 9,449. Its population in 2002 was estimated at 9,289. The county seat is Alturas, the county's only incorporated city. Modoc County is the most Mortgage Refinance rural county in California. As indicative of its status, the county's official slogans include, "The last best place," and "Where the West still lives." It is not easily accessible, with the only routes in being California State Route 299 from Redding, Route 139 from Oregon, and U.S. Highway 395 from Reno, Nevada.
